In other words, percentage is a fraction with denominator as 100.

             If is often asked to find what percentage of y is x

then,
                                               what percent of y is x
                                                               or
                                        x is what percent of y are same

                                    y will be in the denominator, x in the numerator and multiply by 100

                                                   x / y * 100

Example:
                    30 is what percent of 150

                         = 30/150*100
                         = 20%
Example:
                     ? of 320 = 86.4

Here, 320 is the basis of comparison and it will be in the denominator
                                 
                                   = 86.4 / 320 * 100
                                   = 27%
